(9/24/20) SBIR & the Office of Naval Research (ONR) Rapid Innovation Fund

The Rapid Innovation Fund provides a collaborative vehicle for small businesses to provide the department with innovative technologies that can be rapidly inserted into acquisition programs that meet specific defense needs. RIF is administered by the Under Secretary of Defense for Research and Engineering (USD(R&E)) Small Business and Technology Partnerships (SBTP). While it is not stipulated that funds must support SBIR recipients, RIF is a great program to compliment SBIR. Unfortunately RIF was not funded in FY 20, however there are many advocates pushing for funding in subsequent years.

Presented by Brad Pantuck, architect of the Navy’s RIF program, will brief the team on the basics of RIF and how it’s been administered over the years.

(9/11/20) USSOCOM (US Special Operations Forces) SBIR PILOT

USSOCOM develops and employs fully capable Special Operations Forces to conduct global special operations and activities as part of the Joint Force to support persistent, networked, and distributed Combatant Command operations and campaigns against state and non-state actors to protect and advance U.S. policies and objectives.

Presented by Lisa Sanders, Director of S&T for SOCOM, is a very progressive thinker and understands the value that small business and SBIR bring to her command. She has successfully created and was authorized in the FY20 NDAA to launch a pilot program for SBIR’s. Lisa will share her successes under the new pilot and her vision for future programs.

(9/8/20) SBIR Phase III Program for Businesses

Phase III efforts include products, services, Research/Research and Development (R/R&D) or any combination thereof, including testing and evaluation of products, services or technologies for use in technical or weapon systems. Phase III refers to work that derives from, extends, or completes an effort made under prior SBIR/STTR funding agreements, but is funded by sources other than the SBIR/STTR program.

Presented by Mike Shirley, Senior VP of Strategic Planning & Program Development for Frontier Technologies, Inc. will discuss opportunities for businesses to collaborate with Frontier Technologies on Phase III SBIR contracts.

(8/21/20) SBIR & NASA iTECH

NASA collaborates with private industry every day, and Kira Blackwell, Program Executive for NASA, has reached beyond traditional partnerships. The NASA iTech program connects innovators with investors who can help propel them forward, and industry leaders who can partner or invest in technologies.

Kira will discuss her outstanding program with details on how it works and the amazing results she has achieved over the last few years.

Laurie Moncrieff, Executive Director, Restructuring Skills through Innovation & Technology (ReSET) will educate on the importance of Intellectual Property for small businesses who participate in Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) programs and assist in understanding intellectual property (IP). Laurie was formerly the Executive Director of DEFENSEWERX where the focus was to accelerate the process of getting technologies into the Department of Defense through connecting small businesses with DoD opportunities. She will further direct the audience to existing resources that can be used to properly guide small businesses.

John Moran will join Laurie to educate on intellectual property, providing clarifications and answering questions from a legal perspective. John is a resident attorney at Holland & Knight in Washington, D.C. and has extensive experience in litigating patent, trademark and trade secret cases for clients ranging from small businesses to multi-national corporations. Mr. Moran's experiences have led him to be called upon to testify as an expert witness on patent issues.
